On August 23, 2024, the Somaliland Center for Democracy and Governance (CDG) and GOLE-KEEN Forum hosted a pivotal dialogue titled “Challenges Hindering Political Parties in Somaliland: Democracy or Clannism” in Hargeisa, Somaliland. The forum brought together panelists and over 150 participants, including political representatives, civil society members, academics, and government officials, to discuss the pressing issue of clannism’s impact on democratic development.
Clannism vs. Democracy: Panelists highlighted how clan affiliations continue to influence political parties, often overshadowing democratic ideals. As panelist Abdiqadir Jirde noted, “The political system has been diverted from its intended course, leading to clannish politics and societal division.”
Clan-Based Parties: The reliance on clan-based political structures has perpetuated nepotism, polarization, and limitations on political participation. Sacdiya Muse emphasized that these structures undermine merit-based practices, while Mubarik Aar pointed out the need for legal reforms to counter tribalism.
Political Challenges: Key issues identified included poor internal democracy, weak institutional development, underrepresentation of clans, and limited academic engagement in politics, all of which hinder Somaliland’s progress toward a more inclusive democratic process.
Recommendations for Reform: The dialogue concluded with calls for enhancing political inclusivity, fostering accountability, strengthening internal democracy, and conducting civic education programs to raise public awareness. Proposals also included empowering the Registration and Approval Committee (RAC) to ensure fair political oversight.
CDG aims to foster a more equitable political environment in Somaliland by advocating for reforms that balance traditional clan influences with democratic ideals.
