In an effort to increase the responsiveness of local government to citizen concerns, CDG assists local governments to develop systems for more effective interaction between local officials and citizens.
Looking again to East Somaliland and Puntland, CDG helped local councilors improve communication with citizens to better address community development needs.

Another citizen participation program has been conducted in the areas of Security and Peacebuilding were CDG has organized Community Policing Dialogue Forums where police and community has exchanged information and created two-way track information sharing rather than police using the local community as source of information alone.
